Joseph was born in 1844 in Hawkshead, Westmorland, England.  Joseph's father was John Barber and his mother was Margaret. He had five brothers and three sisters, named Samuel, Robert, Benjamin Powell, Bill Taylor, Richard, Unknown, Jane and Mary Ellen.  He was the sixth oldest of the nine children.
