Samuel was born in 1833 in Newton in Carmel, Lancashire, England.  Samuel's father was John Barber and his mother was Margaret. He had five brothers and three sisters, named Robert, Joseph, Benjamin Powell, Bill Taylor, Richard, Unknown, Jane and Mary Ellen.  He was the second oldest of the nine children.
